Art. 10 Measures relating to security of supply

The Fed­er­al Coun­cil is au­thor­ised to ex­empt per­sons who is­sue cus­toms de­clar­a­tions on a com­mer­cial basis or trans­port­ers from li­ab­il­ity for cus­toms debts if the re­cip­i­ent or im­port­er be­comes un­able to pay due to bank­ruptcy, a morator­i­um on debt en­force­ment, li­quid­a­tion or ob­vi­ous in­solv­ency as a res­ult of fed­er­al meas­ures in con­nec­tion with the COV­ID-19 epi­dem­ic.
