Art. 53 Principles
1In fulfilling their tasks, the Confederation, cantons and communes shall take account of integration concerns and of protection against discrimination. 2They shall create favourable regulatory conditions for equal opportunities and for the participation of the foreign population in public life. They shall make use of the potential of the foreign population, take account of diversity and encourage individual responsibility. 3They shall in particular encourage foreign nationals to develop their language skills and other basic skills, to advance professionally and to take preventive health care measures; they shall also support efforts that facilitate co-existence and mutual understanding between the Swiss and the foreign population. 4The authorities of the Confederation, cantons and communes, social partners, non-governmental organisations and expatriate' organisations shall cooperate to encourage integration. 5The cantonal social assistance authorities shall register recognised refugees and temporarily admitted persons who are unemployed with the public employment agencies. 1 Amended by No III 1 of the FA of 16 Dec 2016 (Integration), in force since 1 Jan. 2019 (AS 2017 6521, 2018 3171; BBl 2013 2397, 2016 2821). |
