a loc­al can­ton­al au­thor­ity se­lec­ted by the Can­ton, for de­cisions reached by the Can­tons or by VET or pro­fes­sion­al edu­ca­tion pro­viders work­ing un­der a con­tract signed with the Can­ton;

SERI, for de­cisions reached by pro­fes­sion­al or­gan­isa­tions out­side the Con­fed­er­a­tion.
