Art. 29c

1 The Fed­er­al Coun­cil shall des­ig­nate a na­tion­al ref­er­ence labor­at­ory; this shall con­duct re­search, provide in­form­a­tion and co­ordin­ate in ana­lyt­ic­al, phar­ma­ceut­ic­al and clin­ic­al-phar­ma­co­lo­gic­al mat­ters in­volving nar­cot­ics and sub­stances un­der Art­icles 2, 3 para­graph 1 and 7 para­graph 3.

2 The Fed­er­al Coun­cil shall des­ig­nate a na­tion­al mon­it­or­ing agency to mon­it­or the prob­lems of ad­dic­tion. This agency shall col­lect, ana­lyse and in­ter­pret stat­ist­ic­al data. It shall work with the can­tons and the in­ter­na­tion­al or­gan­isa­tions.

3 The Con­fed­er­a­tion may del­eg­ate to third parties spe­cif­ic tasks of re­search, in­form­a­tion and co­ordin­a­tion and of mon­it­or­ing the prob­lems of ad­dic­tion un­der para­graphs 1 and 2.
