This Act and the im­ple­ment­ing pro­vi­sions based there­on ap­ply to au­thor­isa­tions that are gran­ted fol­low­ing the com­mence­ment of this Act by the au­thor­ity of first in­stance, un­less they are based on leg­ally bind­ing gen­er­al au­thor­isa­tions un­der the pre­vi­ous law⁶².
