Art. 47 Procedure
1 In constituencies where only one member of the National Council is to be elected, votes may be cast for any person who is eligible for election. The person who receives the highest number of votes shall be elected. In the event of a tie, the result shall be decided by drawing lots. 1bis The canton may publish electronically and in the cantonal gazette all candidacies that are notified to the cantonal electoral authority by the forty-eighth day before the election day. The published information must as a minimum include the candidates:

Wörtliche (E. 3.3), teleologische und historische (E. 3.4) Auslegung von Art. 31 Abs. 1bis BPR; demnach sind nur Unterlistenverbindungen zwischen Listen derselben Partei oder Gruppierung erlaubt (E. 3). Das Kreisschreiben des Bundesrates vom 19. Oktober 2022 an die Kantonsregierungen über die Gesamterneuerungswahl des Nationalrates steht im Einklang mit Art. 31 Abs. 1bis BPR (E. 4). Das Verbot von Unterlistenverbindungen zwischen Listen verschiedener Parteien verstösst nicht gegen Art. 34 BV (E. 5). |
