Art. 3 Cantons

The Can­tons are sov­er­eign ex­cept to the ex­tent that their sov­er­eignty is lim­ited by the Fed­er­al Con­sti­tu­tion. They ex­er­cise all rights that are not ves­ted in the Con­fed­er­a­tion.
