¹The Con­fed­er­a­tion and the can­tons shall en­sure that there is ad­equate road in­fra­struc­ture in all re­gions of the coun­try.

2 The Con­fed­er­a­tion shall en­sure the con­struc­tion of a net­work of na­tion­al high­ways and guar­an­tee that they re­main useable. It shall con­struct, op­er­ate and main­tain the na­tion­al high­ways. It shall bear the costs there­of. It may as­sign this task wholly or partly to pub­lic or private bod­ies or com­bined pub­lic-private bod­ies.
