Art. 28 Goals, tasks and responsibilities

1 The Con­fed­er­a­tion shall sup­port Swiss in­ter­na­tion­al co­oper­a­tion in re­search and in­nov­a­tion to bet­ter po­s­i­tion Switzer­land as a loc­a­tion for re­search and in­nov­a­tion, to pro­mote the Swiss high­er edu­ca­tion sec­tor and to fur­ther busi­ness, so­cial and en­vir­on­ment­al in­terests.

2 In the con­text of the over­all goals for Switzer­land’s in­ter­na­tion­al re­search and in­nov­a­tion policy, it may pro­mote:

a.
Switzer­land’s par­ti­cip­a­tion in the de­vel­op­ment and op­er­a­tion of in­ter­na­tion­al re­search fa­cil­it­ies and in­ter­na­tion­ally co­ordin­ated re­search in­fra­struc­tures;
b.
Switzer­land’s par­ti­cip­a­tion in in­ter­na­tion­al pro­grammes and pro­jects pro­mot­ing re­search and in­nov­a­tion;
c.
Switzer­land’s in­volve­ment in in­ter­na­tion­al or­gan­isa­tions and bod­ies in the con­cep­tion, plan­ning, im­ple­ment­a­tion, op­er­a­tion and de­vel­op­ment of the cor­res­pond­ing pro­mo­tion activ­it­ies;
d.
fur­ther bi­lat­er­al and mul­ti­lat­er­al co­oper­a­tion and co­oper­a­tion in re­search and in­nov­a­tion.
