Art. 12b Value-added services 37

To pre­vent ab­uses, the Fed­er­al Coun­cil shall reg­u­late value-ad­ded ser­vices by tak­ing the fol­low­ing meas­ures in par­tic­u­lar:

a.
fix­ing price lim­its;
b.
is­su­ing reg­u­la­tions on the re­cog­nis­ab­il­ity of value-ad­ded ser­vices;
c.
fix­ing the amounts above which a charge may only be made with the ex­press con­sent of the users;
d.
sub­ject to com­pli­ance with in­ter­na­tion­al ob­lig­a­tions, re­quir­ing that pro­viders of value-ad­ded ser­vices have their re­gistered of­fice or a per­man­ent set­tle­ment in Switzer­land.
