¹ If it is clear be­fore the grant­ing of the li­cence that, even with ef­fi­cient man­age­ment, it will not be pos­sible to cov­er the costs of pro­vi­sion of the uni­ver­sal ser­vice in a giv­en area, the li­censee shall be en­titled to fin­an­cial com­pens­a­tion.

² Any li­censee in re­ceipt of fin­an­cial com­pens­a­tion must present all the in­form­a­tion re­quired for cost eval­u­ation and cost con­trol, in par­tic­u­lar the ac­count­ing and fin­ance in­form­a­tion, to OF­COM each year.
