(TCA)

¹ The Fed­er­al Coun­cil may or­der the sur­veil­lance, re­stric­tion or in­ter­rup­tion of tele­com­mu­nic­a­tions in ex­traordin­ary cir­cum­stances or when vi­tal na­tion­al in­terests re­quire it. It shall reg­u­late the ques­tion of any in­dem­nity pay­able for car­ry­ing out these tasks, hav­ing due re­gard to the in­terests of the per­sons re­quired to per­form them.¹⁶⁸

² The meas­ures de­scribed in para­graph 1 shall not con­sti­tute grounds for any claim for dam­ages or re­im­burse­ment of fees.
