Art. 66

1 The Fed­er­al Coun­cil may sign in­ter­na­tion­al agree­ments on be­half of the high­er edu­ca­tion sec­tor for:

a.
in­ter­na­tion­al co­oper­a­tion, par­tic­u­larly the struc­tur­ing of stud­ies as well as re­cog­ni­tion of stud­ies, qual­i­fic­a­tions and equi­val­en­cies with­in the high­er edu­ca­tion sec­tor;
b.
meas­ures to en­cour­age in­ter­na­tion­al mo­bil­ity;
c.
par­ti­cip­a­tion in in­ter­na­tion­al sup­port pro­grammes and pro­jects.

2 In the in­ter­na­tion­al agree­ments men­tioned in para­graph 1, the Fed­er­al Coun­cil may also agree on:

a.
fin­an­cial con­trols and audits;
b.
per­son­al safety in­spec­tions;
c.
the pro­tec­tion and as­sign­ment of in­tel­lec­tu­al prop­erty arising from or re­quired for sci­entif­ic co­oper­a­tion;
d.
fed­er­al par­ti­cip­a­tion in leg­al en­tit­ies es­tab­lished un­der pub­lic law or private law;
e.
mem­ber­ship with in­ter­na­tion­al or­gan­isa­tions.

3 Un­der the terms of the Co­oper­a­tion Agree­ment, the High­er Edu­ca­tion Coun­cil and the Swiss Con­fer­ence of Rect­ors of High­er Edu­ca­tion In­sti­tu­tions shall take part in pre­par­a­tions for such agree­ments. The Co­oper­a­tion Agree­ment shall es­tab­lish the con­di­tions for par­ti­cip­a­tion in this pro­cess.
