¹ The Con­fed­er­a­tion shall draw up reg­u­la­tions for pre­vent­ing dam­age caused by harm­ful or­gan­isms as well as by the cir­cu­la­tion of in­ap­pro­pri­ate aids to pro­duc­tion.

² In do­ing so it shall take in­to con­sid­er­a­tion the re­quire­ments of product safety.¹⁹⁷
