1 The Con­fed­er­a­tion may provide sub­sidies for:

a.
re­search pro­jects;
b.
train­ing and con­tinu­ing edu­ca­tion of ex­perts;
c.
pub­lic re­la­tions.

2 In­so­far as it is in the na­tion­al in­terest, it may either carry out these activ­it­ies it­self or ar­range for them to be car­ried out by third parties at its ex­pense.
