Art. 20

1 The Fed­er­al Coun­cil may com­pletely or par­tially pro­hib­it the pick­ing, dig­ging up, up­root­ing, re­mov­al, of­fer­ing for sale, sale, pur­chase or de­struc­tion of rare plants. It may like­wise take ap­pro­pri­ate meas­ures to pro­tect an­im­al spe­cies that are at risk or oth­er­wise de­serve to be pro­tec­ted.62

2 The can­tons may is­sue such pro­hib­i­tions for ad­di­tion­al spe­cies.

3 For the pur­poses of spe­cies pro­tec­tion, the Fed­er­al Coun­cil may also im­pose con­di­tions on, re­strict or pro­hib­it the pro­duc­tion, pla­cing on the mar­ket, im­port, ex­port and trans­it of plants or plant products.63
