¹ The Fed­er­al Coun­cil may del­eg­ate the col­lec­tion of the fee per house­hold and re­lated du­ties to a col­lec­tion agency out­side the fed­er­al ad­min­is­tra­tion. The le­gis­la­tion on pub­lic pro­cure­ment ap­plies.
