Art. 46a
1 The Federal Council issues provisions on charging appropriate fees for decisions and other services provided by the Federal Administration.
2 It regulates the charging of fees in detail, in particular:
a.
the procedure for charging fees;
b.
the level of the fees;
c.
the question of liability when two or more people are required to pay fees;
d.
the time limits relating to the charging of fees.
3 When setting fees, it observes the principles of equivalence and cost recovery.
4 It may make exceptions in charging fees provided the decision or service is of overriding public interest.
