Art. 8d Exceeding the legal maximum number of members

1 Ex­ceed­ing the stat­utory max­im­um num­ber of mem­bers of ex­tra-par­lia­ment­ary com­mis­sions is only per­mit­ted in ex­cep­tion­al cases and must be jus­ti­fied.

2 An ex­cess num­ber of mem­bers is jus­ti­fied in par­tic­u­lar if:

a.
two or more com­mis­sions are merged;
b.
a bal­anced com­pos­i­tion is only pos­sible with a high­er num­ber of mem­bers;
c.
be­cause of the im­port­ance of the po­lice field for which the com­mis­sion is re­spons­ible, a broad­er in­clu­sion of dif­fer­ent points of view is re­quired.
