Art. 5b

1 The com­mit­tees re­spons­ible for for­eign policy shall be con­sul­ted on im­port­ant plans with­in the mean­ing of Art­icle 152 para­graphs 3 and 4 ParlA13 in par­tic­u­lar when:

a.
as a res­ult of the im­ple­ment­a­tion of re­com­mend­a­tions or de­cisions of in­ter­na­tion­al or­gan­isa­tions or mul­ti­lat­er­al bod­ies, the en­act­ment or a sub­stan­tial amend­ment of a fed­er­al act is re­quired; or
b.
fail­ure to im­ple­ment such re­com­mend­a­tions or de­cisions would en­tail the risk of ser­i­ous eco­nom­ic dis­ad­vant­ages, sanc­tions, isol­a­tion of Switzer­land due to the dis­sent­ing Swiss po­s­i­tion or polit­ic­al repu­ta­tion­al dam­age, or if oth­er ser­i­ous dis­ad­vant­ages for Switzer­land are to be ex­pec­ted.

2 Con­sulta­tion in ac­cord­ance with para­graph 1 shall take place on the basis of a draft man­date from the Fed­er­al Coun­cil. In the case of ur­gent con­sulta­tions in ac­cord­ance with Art­icle 152 para­graph 4 ParlA, con­sulta­tion may take place on pro­vi­sion­al po­s­i­tions that Switzer­land in­tends to ad­opt in ne­go­ti­ations.
