Art. 12 Principles of direction

(Art. 8, 35, 36 GAOA)

1 Man­agers at all levels shall act in ac­cord­ance with the fol­low­ing prin­ciples:

a.
They lead by agree­ing on ob­ject­ives and im­pacts.
b.
They shall peri­od­ic­ally as­sess the per­form­ance of their ad­min­is­trat­ive units and their em­ploy­ees.
c.
They shall ad­apt pro­cesses and or­gan­isa­tion to new needs in a timely man­ner.
d.
They shall use their room for man­oeuvre and de­cision-mak­ing powers and also grant these to their em­ploy­ees.
e.
They shall pro­mote a cul­ture of will­ing­ness to learn and change.
f.
They shall en­sure a res­ult-ori­ented and in­ter­dis­cip­lin­ary way of work­ing.

2 In all oth­er re­spects, the per­son­nel le­gis­la­tion and the Fed­er­al Coun­cil’s per­son­nel policy guidelines ap­ply in par­tic­u­lar.
