¹The pe­ti­tion for a par­don may be filed by the of­fend­er, his leg­al rep­res­ent­at­ive or, with con­sent of the of­fend­er, by his de­fence agent, spouse or re­gistered part­ner.¹

²In the case of polit­ic­al felon­ies and mis­de­mean­ours and in the case of­fences con­nec­ted with polit­ic­al felon­ies or mis­de­mean­ours, the Fed­er­al Coun­cil or the can­ton­al gov­ern­ment is also en­titled to ini­ti­ate the par­don pro­ced­ure.

³The par­dons au­thor­ity may stip­u­late that the pe­ti­tion for a par­don that has been re­fused may not be filed again be­fore the ex­piry of a cer­tain peri­od.
