Vote catch­ing

 

Any per­son who sys­tem­at­ic­ally col­lects, com­pletes or al­ters bal­lot pa­pers, or dis­trib­utes bal­lot pa­pers which have been com­pleted or altered in this way shall be li­able to a fine.
