¹ Where there is in­suf­fi­cient time to ob­tain po­lice as­sist­ance, mem­bers of the pub­lic have the right to ar­rest a per­son if:

a.

they have caught the per­son in the act of com­mit­ting a felony or mis­de­mean­our or they have the per­son im­me­di­ately after he or she has com­mit­ted such an of­fence; or

b.

the pub­lic have been re­ques­ted to as­sist in tra­cing of the per­son con­cerned.

² When mak­ing an ar­rest, private in­di­vidu­als may only use force in ac­cord­ance with Art­icle 200.

³ Ar­res­ted per­sons must be handed over to the po­lice as quickly as pos­sible.
