Art. 16

Pain­ful in­ter­ven­tions may only be per­formed un­der gen­er­al or loc­al an­aes­thesia ad­min­istered by a spe­cial­ist. The Fed­er­al Coun­cil shall de­term­ine any ex­cep­tions. It shall de­term­ine which per­sons are deemed to be spe­cial­ists. This is sub­ject to the pro­vi­sions of this Act re­lat­ing to an­im­al ex­per­i­ments.
