on the Avoidance and the Disposal of Waste
(Waste Ordinance, ADWO)

Waste of one types may not be mixed with oth­er waste or with ag­greg­ates if this is primar­ily in­ten­ded to re­duce the pol­lut­ant or for­eign sub­stance con­tent of the waste by di­lu­tion and thereby to com­ply with reg­u­la­tions on the con­sign­ment, re­cov­ery or land­fill of waste.
