I. As­sess­ment

 

1The au­thor­ity shall as­sess its jur­is­dic­tion ex of­fi­cio.

2The es­tab­lish­ment of jur­is­dic­tion by agree­ment between the au­thor­ity and the party is not per­mit­ted.
