Pipes, cables, conduits 1Pipes, cables and conduits for water, gas, electricity and the like located outside the parcel of land which they serve are, except where otherwise regulated, the property of the utility plant from which they come or to which they lead.1 2Where the provisions of the law of neighbours do not apply, the encumbrance of parcels of land by rights in rem relating to such pipes, cables and conduits belonging to another person is established by way of easement. 3If the pipe, cable or conduit is visible, the easement is created when the pipe, cable or conduit is laid.
