Art. 123 Criminal law
1The Confederation is responsible for legislation in the field of criminal law and the law of criminal procedure. 2The Cantons are responsible for the organisation of the courts, the administration of justice in criminal cases as well as for the execution of penalties and measures, unless the law provides otherwise. 3The Confederation may issue regulations on the execution of penalties and measures. It may grant subsidies to the Cantons for:
