Art. 23 Granting of financial assistance

1 The Con­fed­er­a­tion shall grant fin­an­cial as­sist­ance in re­sponse to an ap­plic­a­tion. Ap­plic­a­tions must provide in­form­a­tion on the in­ten­ded meas­ures and in­clude a fund­ing plan.

2 The Con­fed­er­a­tion shall grant fin­an­cial as­sist­ance in the form of a pub­lic ser­vice agree­ment or a rul­ing. If pos­sible, pub­lic ser­vice agree­ments shall be entered in­to for a term of sev­er­al years.
